Historian hopes to clear Union colonel?s name in observance of Darien?s burning ? Florida Times

Robert Gould Shaw, the Union Army colonel maligned for burning the coastal town of Darien during the Civil War, was following orders and doesn?t deserve the reputation he has borne for a century and a half.

That?s one wrong McIntosh County historian Buddy Sullivan wants to right as the 150th anniversary of the town?s burning approaches.

?It?s a great misconception,? he said. ?Everyone assumed Shaw was the one that burned Darien, especially since the movie ?Glory? came out.?

Matthew Broderick played the white Shaw in the 1989 movie about the otherwise all-black 54th Massachusetts Regiment. It was actually his superior officer, Col. James Montgomery of the 2nd South Carolina Volunteers, who ordered the attack, Sullivan said.

?Shaw reluctantly carried out the raid under threat of court-martial,? Sullivan said.

The burning took place on June 11, 1863, and Darien will commemorate it with a town festival on Saturday, June 15, from 10 a.m. until 5 p.m.

The festival will feature a living history encampment by the 54th Massachusetts re-enactment group out of Charleston, S.C., as well as the usual festival food and arts and crafts vendors, Fort King George Historic Site Park Ranger Jason Baker said.

The re-enactors will simulate camp life as it was during the war, Baker said.

?They?ll be sitting around in their uniforms with their muskets, talking soldier talk,? he said. ?It will be like a day in the life of a Union soldier.?

Sullivan will provide commentary during three one-hour boat tours piloted by Capt. Phillip Kempton along the Darien River from the town?s waterfront park to Fort King George and back.

?It?ll be free of charge on a first-come first-served basis,? Sullivan said.

Shaw wrote his mother, Sarah Blake Shaw, and wife, Anna Haggerty Shaw, after the raid, expressing his remorse for an operation he considered unnecessary, Sullivan said. Shaw?s survivors set about restoring his reputation after his death.

?The great irony is Shaw lost his life about a month later leading his troops in the assault of Fort Wagner near Charleston,? Sullivan said.

Sarah Blake Shaw, an Episcopalian, helped fund the rebuilding of St. Andrews Episcopal Church, which was burned in the raid, Sullivan said.

But her efforts to restore her son?s reputation failed, Sullivan said.

?I remember growing up in McIntosh County and hearing older people refer to the burning of Darien,? he said. ?It was the low point in Darien history and Shaw was always thought of as the villain.?

Leading up to the commemoration, Sullivan will present a lecture about the town?s burning on June 9 at St. Cyprian?s Episcopal Church.

He will attempt to correct one other misconception, that the town?s burning was part of Gen. William T. Sherman?s infamous March to the Sea.

Sherman?s march from Atlanta to Savannah occurred in November-December 1864, 18 months after Darien was torched.

On June 11, the actual anniversary of the burning, The Burning of Darien Civil War Museum will open at the Trailhead Center, and on June 20, University of Georgia history professor Stephen Berry will talk about Sherman?s march at Fort King George.

TOKYO, May 22 ? A Japanese cancer specialist said Wednesday she has started the world?s first clinical trial of a powerful, non-surgical, short-term radiation therapy for breast cancer.

The National Institute of Radiological Sciences has begun the trial using ?heavy ion radiotherapy? which emits a pinpoint beam that can be accurately directed at malignant cells, said Kumiko Karasawa, radiation oncologist and breast cancer specialist.

The study was launched amid renewed global interest in breast cancer and its treatment after Oscar-winning actress Angelina Jolie revealed she had undergone a preventative double mastectomy.

Heavy ion radiotherapy has proved effective in combating other forms of cancer that have not spread, Karasawa said.
?We are able to conduct this trial because we have greater understanding of what types of breast cancer can benefit from this pinpoint treatment,? Karasawa told AFP.

Development of medical apparatus that keeps soft breast tissue immobile for this treatment has also helped, she added.
Japan is a leader in the technology used in the treatment, and is home to three of the world?s six medical centres that have the gigantic 10-billion-yen ($97.2 million) facilities, Karasawa said.

The therapy has proved its worth on other forms of cancer, including prostate and lung, Kyodo News said, but has never before been used on breast cancer.

Conventional radiotherapy uses X-rays and gamma rays that are most potent at the surface of the body, but weaken as they travel deeper into the tissue.

Heavy ion particle beams maintain their strength to a much greater depth.

In the trial, Karasawa will treat a total of 20 patients aged at least 60 and with small tumours that have not spread.
The patients will go through an hour of therapy per day for four days, much shorter than conventional radiation therapy that may last for months, Karasawa said.

The trial will follow the patients for five years to assess the outcome, she said.

?Ultimately, this could provide an option for patients who do not want surgery and who cannot go through (common radiation therapy) requiring regular visits to clinics for months,? she said.

Japan, which has a high-quality medical system, has a good track record with breast cancer, giving patients a 90 percent five-year survival rate.

Localised and less invasive medical treatments are increasingly important as ageing Japan tries to reduce the physical burden for patients, the national institute said in a statement.

My husband and I hit it off from the first moment we met (at work). We were finishing each others sentences in a weird mind-reading way after knowing each other only one day.

He was married but separated when we met and while that hasn?t caused a single problem (apart from the debt he brought to the relationship ? I had none) and his ex-wife can now be the single career orientated person she really wants to be.

As for our working life, well that?s just fun and games. We work in the same industry and same place but he is the boss. Given our working hours and the job we do, I barely see him at work let alone have a conversation. I actually prefer that so no one can say there is favouritism or preferential treatment occurring.

When not at work I see him for 30 minutes in the morning and a couple of hours in the evening but we never do anything as we are both exhausted! He does make me cups of tea for which I love him dearly.

As for the passion/lust/romance? Well there is none. At least from my side.

I feel nothing. I feel flat. Pancakes probably have a better love life. I do love my husband. Well I think I do. I?d never been in love before so I have nothing to compare it to. We have been together nearly two years and married for two months.

Prior to meeting my DH my longest relationship was 10 months. I had lots of, shall we say, short term relationships beforehand. I know that if anything happened to my DH I would be devastated. I do miss him if he is away (but not in a sooky weepy way) so I know there is an emotional attachment there.

But why why why do I feel no passion? Sex feels like too much hard work. I?m quite happy to starfish it. He wants more I know but is happy with what he gets and understands I?m tired/stressed/lacking hormones.

I am not turned off by him. He is not ugly. He doesn?t have bad teeth or BO but he has let himself go a bit and has put on weight, whereas I?m doing my hardest to lose it.

He would do anything I ask but still I feel nothing. I try hard to figure out what is wrong. I changed pill, came off the pill, had blood tests and took antidepressants? and still nothing.

Work doesn?t help. It?s stressful and tiring. Shift work means you have few or zero friends who are not shift workers (they don?t understand when you work weekends and evenings) so our social life is crap. We moved to a country town to be near my mother after my father died (I moved back from London before I met my DH so I miss it dreadfully too).

I do know that I want to be with him. I am happy but sad at the same time.

And he has no idea.

A new analysis shows that the nation's land and water resources could likely support the growth of enough algae to produce up to 25 billion gallons of algae-based fuel a year in the United States, one-twelfth of the country's yearly needs.

The findings come from an in-depth look at the water resources that would be needed to grow significant amounts of algae in large, specially built shallow ponds. The results were published in the May 7 issue of Environmental Science and Technology, published by the American Chemical Society.

"While there are many details still to be worked out, we don't see water issues as a deal breaker for the development of an algae biofuels industry in many areas of the country," said first author Erik Venteris of the Department of Energy's Pacific Northwest National Laboratory.

For the best places to produce algae for fuel, think hot, humid and wet. Especially promising are the Gulf Coast and the Southeastern seaboard.

"The Gulf Coast offers a good combination of warm temperatures, low evaporation, access to an abundance of water, and plenty of fuel-processing facilities," said hydrologist Mark Wigmosta, the leader of the team that did the analysis.

Wooing algae as fuel

Algae, it turns out, are plump with oil, and several research teams and companies are pursuing ways to improve the creation of biofuels based on algae ? growing algae composed of more oil, creating algae that live longer and thrive in cooler temperatures, or devising new ways to separate out the useful oil from the rest of the algae.

But first, simply, the algae must grow. The chief requirements are sunlight and water. Antagonists include clouds, a shortage of water, and evaporation.

A previous report by the same team looked mainly at how much demand algae farms would create for freshwater. That report demonstrated that oil based on algae have the potential to replace a significant portion of the nation's oil imports and drew the attention of President Obama.

The new report focuses on actual water supplies and looks at a range of possible sources of water, including fresh groundwater, salty or saline groundwater, and seawater. The team estimates that up to 25 billion gallons of algal oil could be produced annually, an increase of 4 billion gallons over the previous study's estimate. The new amount is enough to fill the nation's current oil needs for one month ? about 600 million barrels ? each year. The study's authors note that the new estimate is exactly that ? an estimate ? based to some degree on assumptions about land and water availability and use.

"I'm confident that algal biofuels can be part of the solution to our energy needs, but algal biofuels certainly aren't the whole solution," said Wigmosta. Most important, he notes that the cost of making the fuel far exceeds the cost of traditional gasoline-based products right now.

Big ponds, big potential

An algae farm would likely consist of many ponds, with water maybe six to 15 inches deep. A few companies have built smaller algae farms and are just beginning to churn out huge amounts of algae to convert to fuel; earlier this year, one company sold algae-based oil to customers in California. Players in the algae biofuels arena range from Exxon-Mobil, which launched a $600 million research effort four years ago, to this year's teenage winner of the Intel Science Talent Search, who was recognized for her work developing algae that produce more oil than they normally do.

The availability of water has been one of the biggest concerns regarding the adoption of broad-scale production of algal biofuel. Scientists estimate that fuel created with algae would use much more water than industrial processes used to harness energy from oil, wind, sunlight, or most other forms of raw energy. To produce 25 billion gallons of algae oil, the team estimates that the process annually would require the equivalent of about one-quarter of the amount of water that is now used each year in the entire United States for agriculture. While that is a huge amount, the team notes that the water would come from a multitude of sources: fresh groundwater, salty groundwater, and seawater.

For its analysis, the team limited the amount of freshwater that could be drawn in any one area, assuming that no more than 5 percent of a given watershed's mean annual water flow could be used in algae production. That number is a starting point, says Venteris, who notes that it's the same percentage that the U.S. Environmental Protection Agency allows power plants to use for cooling.

"In arid areas such as the Desert Southwest, 5 percent is probably an overstatement of the amount of water available, but in many other areas that are a lot wetter, such as much of the East, it's likely that much more water would be available," says Venteris.

"While the nation's Desert Southwest has been considered a possible site for vast algae growth using saline water, rapid evaporation in this region make success there more challenging for low- cost production," Venteris added.

Venteris and colleagues weighed the pluses and minuses of the various water sources. They note that freshwater is cheap but in very limited supply in many areas. Saline groundwater is attractive because it's widely available but usually at a much deeper depth, requiring more equipment and technology to pump it to the surface and make it suitable for algae production. Seawater is plentiful, but would require much more infrastructure, most notably the creation of pipelines to move the water from the coast to processing plants.

The team notes that special circumstances, such as particularly tight water restrictions in some areas or severe drought or above-average rainfall in others, could affect its estimates of water availability.

That's the conclusion of a new study published in the journal ACS Chemical Biology.

Shana Kelley and colleagues explain that doxorubicin and other common forms of chemotherapy work by damaging the genes inside the nucleus of cancer cells. Cancer cells divide and multiply faster than surrounding normal cells, making copies of their genes. The drugs disrupt that process. But cancer cells eventually adapt, developing structures that pump out nucleus-attacking drugs before they can work. Kelley's team explored the effects of targeting doxorubicin to the mitochondria, the energy-producing structures in cells that also contain genes.

They describe a re-targeting approach that involved mating doxorubicin with a small piece of protein that made the drug travel to mitochondria instead of the nucleus. The combo killed cancer cells, even those that had developed pumps. Such an approach could work with a whole family of anti-cancer drugs that target the nucleus, the scientists indicate.

Transparency Maldives has called for stronger anti-corruption climate finance safeguards, following the government?s declaration it would establish a ?green fund? that would merge all climate change, conservation, and sustainable development project trust-funds.

President Mohamed Waheed Hassan Manik?s cabinet proposed a Maldives ?Green Fund? be established, which would merge all the currently established trust funds in accordance with the government?s Biosphere Reserve sustainable development policy.

The purpose for merging the funds would be to enable cost reductions and strengthen operational efficiency for foreign investments for waste management, water management and renewable energy projects.

Shortly following this April 30 announcement, Transparency Maldives called for ?stronger anti-corruption safeguards in climate finance? as part of the civil society recommendations presented to the Minister of Environment and Energy Dr Mariyam Shakeela during the ?NGO Forum on Environment and Sustainable Development 2013? held May 5.

During the NGO forum, Transparency Maldives Chairperson Mohamed Rasheed Bari called on the government to strengthen governance mechanisms by including stronger standards of transparency, accountability and integrity.

Currently, climate funds are ?scattered? because there is no consolidated national governance mechanism with a proper internationally governed governance structure in the Maldives, Transparency Maldives Climate Governance Senior Project Manager Azim Zahir told Minivan News today (May 19).

?In principle establishing a ?green fund? to consolidate climate change mitigation and adaptation money is ?ok? as long as it adheres to international best practices and good governance standards,? said Zahir.

The Environment Ministry had not responded to inquiries at time of press.

No overarching climate policy

?The government lacks an overarching climate change policy,? a civil society source familiar with the challenges facing climate governance in the Maldives, told Minivan News. ?There are no specific goals, which has resulted in project-based, ad hoc and climate change mitigation and adaptation initiatives.?

The source explained that conflicting ministerial mandates and unclear rules have created redundancies and left civil servants ?confused?.

?The root cause of the problem is administrative ? the lack of clear mandates between who is doing what,? the source said. ?There are also ministerial rivalries regarding certain projects because clear mandates are lacking.?

?I find it strange the Ministry of Environment does not have a climate change department, considering they are the people in charge of the entire amount of funds,? the source added.

?One person is in charge of massive [amounts] of funds. There is a lack of human resources within the Environment Ministry. Only a couple of people have dominated [climate change projects] since the 1990?s,? claimed the source.

Some people within the ministry working on foreign aid projects write themselves in as project staff as well to in order supplement their ?really low? monthly government salaries of MVR 6000 to MVR 8000 (US$ 389 to US$ 519), alleged the source.

?The same people work on each project, they don?t have new people,? the source claimed.

?These senior civil servants say the Environment Ministry lacks capacity and young people with knowledge and technical skills, however they are not providing training and opportunities [to the newer civil servants].

?They have a complete monopoly on knowledge? which is not being properly diffused, the source added.

After the Foreign Ministry has signed a bilateral agreement the funds are transferred to the Finance Ministry, which then allocates the money to the applicable ministry or government agency, according to the source.

Most climate projects were handled under the Ministry of Housing and Environment during former President Mohamed Nasheed?s administration, the source explained. Additionally, the President?s Office also undertook many climate change initiatives and established the Presidential Advisory Council on Climate Change in 2009.

?The council still exists on paper and while some people within the President?s Office said the council members have been changed [following the controversial transfer of power February 7, 2012], no one has been informed if they have been fired. They have no idea what?s going on,? alleged the source.

Additionally, the National Planning Council (NPC) ? chaired by the president and consisting of various ministers and civil society representatives ? was formed in February 2009 to coordinate equitable sustainable development nationwide.

Currently the NPC website states: ?Due to the change of the Government , the work of the National Planning Council is currently under reform. Therefore all proposals and issues submitted to Department of National Planning/ National Planning Council is on hold for the time being.?

Under President Waheed?s government the Ministry of Housing and Environment was split to form two new entities, the Ministry of Housing and Infrastructure as well as Energy and Environment.

Due to the these changes and ongoing government instability ?There has been a significant change in the process of how the project [cycle] works,? explained the source.

?For various political reasons ? and the delicate nature of politics since February 2012 ? climate change funds have not been consolidated,? the source continued. ?It takes a lot of work to channel climate funds. Even under Nasheed?s previous administration there were the same problems.?

An additional reason Waheed?s administration ?differs? from Nasheed?s is the current government ?has not been ?very keen? on cooperating with civil society,? alleged the source.

?Previously they behaved really unprofessionally toward certain NGOs, however since the latter half of 2012, the government has started to try and engage NGOs and civil society ? maybe to increase the administration?s legitimacy,? the source continued.

?A positive is the Environment Ministry under Waheed?s administration has been very active. They actually try to do things,? the source noted.

?However, the government consults civil society stakeholders after they?ve already decided everything. They invite NGOs to listen to their opinions, but do not seek their input during the project planning phase,? the source added.

?Ultimately, most [climate finance] problems apply to both administrations, under Nasheed and Waheed,? the source added.

Existing trust funds

?There are three umbrellas ? the Maldives Environmental Management Project (MEMP), the Climate Change Trust Fund (CCTF), the Sustainable Renewable Energy Project (SREP) ? under each there are different components,? Environmental Protection Agency (EPA) Environment and Social Safeguards Coordinator Ibrahim Mohamed told Minivan News earlier this month.

?The idea is that these projects be developed in such a way that the entire nation becomes a biosphere reserve, that?s the overall goal,? he added.

The MEMP umbrella is a US$ 13.88 million World Bank loan, approved in 2008 and set to close in 2014.

?The MEMP is a soft loan in the sense the interest is very less, and this project also has several components,? said Mohamed.

?Only one component is solid waste management, focused in Ari Atoll. Other areas include environmental monitoring, training and capacity building, and a bachelor of environmental science was established at the Maldives National University (MNU),? he continued.

?There is also a renewable energy component to install solar roofing of public buildings on Thinadhoo [Island in Huvadhoo Atoll], so at least 25 percent of their energy will come from solar. That component also has awareness and training on energy efficiency and conservation of energy.

The US$ 9.5 million CCTF picks up where MEMP left off, according to Mohamed.

?Under the CCTF umbrella we have three components: clean energy for climate mitigation, wetland conservation and coral reef monitoring, as well as solid waste management,? Mohamed explained.

?The World Bank is managing the donor money from the CCTF. They don?t finance directly to the government, because they want it to be managed by a reliable, transparent, international fiduciary system.

?The CCTF idea is that the project(s) we develop becomes an exemplary example for other small island states,? he added.

The CCTF was established in 2010 after the signing of an MOU between the Maldives government, the World Bank Group and the European Union with the aim of targeting solid waste management, capacity building for environmental management, and technical assistance for monitoring and managing key natural assets.

The US$138 million SREP was established in 2012 to generate 16 megawatts of renewable energy on 50 islands in the next five years.

The SREP scheme was directly related to the Scaling-up Renewable Energy Program (SREP) originally planned to be submitted to the World Bank in February 2012, but was not due to the political upheaval that resulted from Nasheed?s controversial resignation February 7, 2012.

Additionally, the Maldives has received Global Environment Facility (GEF) grants totaling US$14,443,426 ? that leveraged US$35,176,820 in co-financing resources ? for 10 national projects, four regional projects, and eight small grants. The project areas focus on climate change, biodiversity, international waters, land degradation, persistent organic pollutants, and the ozone layer.

The GEF is an independently operating financial organisation that supports national sustainable development initiatives and addresses global environmental issues by working in partnership with the United Nations, United Nations Development Programme (UNDP), and Asian Development Bank (ADB) as well as civil society organisations and the private sector.

The GEF ?unites? 183 countries with these actors and claims to be the largest public funder of projects to improve the global environment.

?The EU has suggested that the Maldives? government look at one atoll with the potential for populations to move and to live and do more projects there ? such as waste management, clean energy, protection, preservation, adaptation ? all things in one big area, so that these things will be more visible,? said Mohamed.

?If all the components go into one atoll they will become more climate resilient,? he added.

HTC flagship comes to Japan with oft-requested removable storage

HTC and Japanese carrier KDDI have announced the HTC J One -- a new variant of the HTC One designed fro the Japanese market. The J One packs much the same internal hardware as its international cousin, but with the addition of a microSD slot, allowing storage to be expanded by up to 64 gigabytes.

The HTC J One also supports FeliCa NFC-based wireless payments and 1Seg digital terrestrial TV broadcasts. (There's a new opaque area below the camera lens which may be part of the internal hardware for one of these two features.)

HTC's also debuting some new accessories alongside the J One. There's a hard shell cover with kickstand, and the HTC J One Mini -- a version of the HTC Mini handset already released in China, or a "phone for your phone," if you prefer.

This isn't the first localized HTC One we've seen with removable storage. Last month a Chinese variant of the phone appeared with a removable back cover, microSD support and dual-SIM capabilities. It isn't clear whether the J One will incorporate a similar removable back, but as HTC's already manufacturing this kind of device for China, we'd bet that's probably what's going on here.

The HTC J One is due to go on sale in Japan from early June.

Why an 87-year-old took on Donald Trump? 'Someone had to'

CHICAGO (AP) ? An 87-year-old woman who alleges Donald Trump cheated her in a bait-and-switch scheme has told jurors she had qualms about suing the developer-turned-TV star given his power and influence.

But during testimony Monday, when she was asked why she nonetheless took Trump to court, Jacqueline Goldberg replied firmly that "Somebody had to stand up to him."

Goldberg says "The Apprentice" star enticed her into buying two condos at Chicago's Trump International Hotel & Tower with an offer to share profits of the entire building.

But she told jurors at the civil trial in Chicago that she felt "conned" when Trump withdrew the profit-sharing plan after she bought the condos.

Testifying last week, Trump denied the allegations. He also told reporters that Goldberg was in fact trying to rip him off.

Mars rover Opportunity examines clay clues in rock

May 18, 2013 ? NASA's senior Mars rover, Opportunity, is driving to a new study area after a dramatic finish to 20 months on "Cape York" with examination of a rock intensely altered by water.

The fractured rock, called "Esperance," provides evidence about a wet ancient environment possibly favorable for life. The mission's principal investigator, Steve Squyres of Cornell University, Ithaca, N.Y., said, "Esperance was so important, we committed several weeks to getting this one measurement of it, even though we knew the clock was ticking."

The mission's engineers at NASA's Jet Propulsion Laboratory, Pasadena, Calif., had set this week as a deadline for starting a drive toward "Solander Point," where the team plans to keep Opportunity working during its next Martian winter.

"What's so special about Esperance is that there was enough water not only for reactions that produced clay minerals, but also enough to flush out ions set loose by those reactions, so that Opportunity can clearly see the alteration," said Scott McLennan of the State University of New York, Stony Brook, a long-term planner for Opportunity's science team.

This rock's composition is unlike any other Opportunity has investigated during nine years on Mars -- higher in aluminum and silica, lower in calcium and iron.

The next destination, Solander Point, and the area Opportunity is leaving, Cape York, both are segments of the rim of Endeavour Crater, which spans 14 miles (22 kilometers) across. The planned driving route to Solander Point is about 1.4 miles (2.2 kilometers). Cape York has been Opportunity's home since the rover arrived at the western edge of Endeavour in mid-2011 after a two-year trek from a smaller crater.

"Based on our current solar-array dust models, we intend to reach an area of 15 degrees northerly tilt before Opportunity's sixth Martian winter," said JPL's Scott Lever, mission manager. "Solander Point gives us that tilt and may allow us to move around quite a bit for winter science observations."

Northerly tilt increases output from the rover's solar panels during southern-hemisphere winter. Daily sunshine for Opportunity will reach winter minimum in February 2014. The rover needs to be on a favorable slope well before then.

The first drive away from Esperance covered 81.7 feet (24.9 meters) on May 14. Three days earlier, Opportunity finished exposing a patch of the rock's interior with the rock abrasion tool. The team used a camera and spectrometer on the robotic arm to examine Esperance.

The team identified Esperance while exploring a portion of Cape York where the Compact Reconnaissance Spectrometer for Mars (CRISM) on NASA's Mars Reconnaissance Orbiter had detected a clay mineral. Clays typically form in wet environments that are not harshly acidic. For years, Opportunity had been finding evidence for ancient wet environments that were very acidic. The CRISM findings prompted the rover team to investigate the area where clay had been detected from orbit. There, they found an outcrop called "Whitewater Lake," containing a small amount of clay from alteration by exposure to water.

"There appears to have been extensive, but weak, alteration of Whitewater Lake, but intense alteration of Esperance along fractures that provided conduits for fluid flow," Squyres said. "Water that moved through fractures during this rock's history would have provided more favorable conditions for biology than any other wet environment recorded in rocks Opportunity has seen."

NASA's Mars Exploration Rover Project launched Opportunity to Mars on July 7, 2003, about a month after its twin rover, Spirit. Both were sent for three-month prime missions to study the history of wet environments on ancient Mars and continued working in extended missions. Spirit ceased operations in 2010.

White House insists Obama was not involved in IRS

WASHINGTON (AP) ? A top White House adviser insisted Sunday that President Barack Obama learned the Internal Revenue Service had targeted tea party groups only "when it came out in the news" while Republicans continued to press the administration for more answers.

Trying to move past a challenging week that put the White House on the defensive, senior adviser Dan Pfeiffer was scheduled to appear on five Sunday news shows to repeat the administration's position that no senior officials were involved in the decision to give tea party groups extra scrutiny. Pfeiffer's appearances were unlike to quiet GOP critics, who have seized on the revelations as proof that Obama used the IRS to go after his political enemies.

"The deputy secretary of the treasury was made aware of just the fact that the investigation was beginning last year," Pfeiffer said. "But no one in the White House was aware."

Meanwhile, Sen. Rand Paul, R-Ky., suggested there was a written policy to target conservative groups opposing the president, but when pressed could not provide details.

"I haven't seen a policy statement, but I think we need to see that," Paul said. "And when that comes forward, we need to know who wrote the policy and who approved the policy."

Regardless of when the president first learned of the investigations, Pfeiffer said the president wanted to ensure such activities were not repeated.

"The activity was outrageous and inexcusable, and it was stopped and it needs to be fixed to ensure it never happens again," Pfeiffer said.

A Treasury Department inspector's report said this week that conservative and small-government tea party groups that were critical of Obama received extra scrutiny. IRS agents did not flag similar progressive or liberal groups, according to the watchdog.

The report concluded that a regional IRS office in Ohio improperly singled out tea party and other conservative groups for more than 18 months and took no action on many of their applications for tax-exempt status for long periods of time ? hindering their fundraising for the 2010 and 2012 elections.

The new acting IRS commissioner is in the midst of a 30-day top-to-bottom review while Republicans continue to demand answers of Obama and his allies in government.

That's not sufficient, said Sen. Rob Portman, R-Ohio.

"I think a special counsel is going to wind up being necessary," he added said.

That move is not needed, said Sen. Robert Menendez, D-N.J.

"I don't see the point," he said of a special counsel to investigate the scandal.

Rep. Tom Price, R-Ga., said the IRS had stepped so far over its mandate that it asked book groups for reading lists and church groups about their prayers before granting them tax-exempt standing. It's government over-reach, he said, and a reason why Republicans need to have their own investigation into the agency.

"This is about trust," Price said.

But he stopped short of calling for a special counsel.

Rep. Charlie Rangel, D-N.Y., said Republicans were using the incidents to embarrass the president.

"There is no Republican agenda other than to stop the president of the United States," he said.

Pfeiffer was appearing Sunday on ABC's "This Week," NBC's "Meet the Press," CBS' "Face the Nation," CNN's "State of the Union" and "Fox News Sunday." Portman, Menendez, Price and Rangel were on ABC. Paul was on CNN.

Michael Phelps Comeback? Olympic Swimmer Downplays Report Of Return To Swimming

-- Is Michael Phelps planning a comeback?

A report Friday evening from WBBH, an NBC television affiliate in Fort Myers, Fla., said Phelps will return to swimming with an eye toward competing at the 2016 Rio Olympics. The three-paragraph story on the station's Web site was posted by news anchor Peter Busch, who is the son of Frank Busch, director of the U.S. national swim team.

"The greatest Olympian of all time isn't hanging up his swimsuit, after all," the report said, without citing any sources.

Phelps went on Twitter to downplay the report, but he didn't specifically deny it either.

"Why do I keep getting texts about coming back?" he wrote. "Do (people) really believe everything they hear or read? There are (too) many (people) in the world that think they have a `story.'"

Busch followed with a tweet that said he felt "very confident with my info. Guess we'll see."

Phelps has said repeatedly his swimming career was over after winning 18 gold medals and 22 medals overall, both totals far more than any other Olympian. He retired at the age of 27 immediately after last summer's London Olympics.

There was no other immediate comment from the Phelps camp. A message was left with one of his longtime agents, Drew Johnson.

Officials at USA Swimming did not immediately respond to a request for comment.

Just last weekend, longtime rival Ryan Lochte was clearly skeptical that Phelps would stick with his decision to retire from a sport he dominated for the past decade, especially when so many swimmers are competing well into their 30s.

"I can't really talk about it," Lochte said, breaking into a sly grin during a Grand Prix meet in Charlotte, N.C. "Who knows?"

In an interview last December with The Associated Press, after beating out LeBron James for male athlete of the year, Phelps stressed repeatedly that he had no plans to return to competitive swimming.

He said the London Games, where he captured four gold medals and two silvers, was the perfect way to close his career.

"I wanted to leave that way," he said. "I'm sure I could come back in another four years, but why? I've done everything I wanted to do. There's no point in me coming back. Everybody is like, `You're going to come back.' And I'm like, `No, I'm not.' I've done everything I wanted to do in this sport. I don't know a lot of people who can say that."

Since London, Phelps has turned his attention to golf, filming a show with famed instructor Hank Haney for the Golf Channel and signing an endorsement deal with Ping. Last week, he participated in an event prior to the Tour Championship at the TPC Sawgrass in Florida.

He also cheered his hometown Baltimore Ravens on their way to the Super Bowl, attending the title game at New Orleans with a large group of family and friends.

Bomb kills 28 at Sunni mosque in Iraq

BAGHDAD (AP) ? A bomb killed 28 people at a Sunni mosque in central Iraq, hitting worshippers as they were emerging from Friday prayers, security officials said.

The attack in Baqouba comes after two days of attacks, many in Shiite districts, left over 50 dead. Attacks against Sunni mosques have also been on the rise recently, raising fears that the country is slipping into a new round of sectarian violence.

Later in the day, seven were killed and eleven wounded when after a bomb blast hit a funeral just south of Baghdad, according to the police.

Two medical officials confirmed the casualties. All officials spoke on condition of anonymity because they are not authorized to speak to media.

Violence has ebbed in Iraq, but insurgent attacks are still frequent.

Bradley keeps lead after 3 rounds at Nelson

IRVING, Texas (AP) ? Keegan Bradley overcame two early bogeys and maintained his lead at the Byron Nelson Championship with 2-under 68 in the third round Saturday.

Bradley had a 13-under 197 total for a one-stroke lead over Sang-Moon Bae (66) and two-shot advantage over Tom Gillis (67).

On Sunday, Bradley will be trying to win at TPC Four Seasons for the second time in three years. He could also become the Nelson's first wire-to-wire winner since Tom Watson led alone at the end of all four rounds in 1980.

After following his opening course-record 60 with a 69 on Friday, Bradley started the third round with a three-stroke lead. He stayed alone at top of the leaderboard throughout, even after consecutive bogeys on the front nine and his third consecutive bogey this week at No. 18.

Bradley avoided a bogey at No. 1 for the first time this week. But not at the 429-yard 18th, which cost him the opportunity for a bigger lead.

On the closing hole, where Bradley went way right off the tee the first two rounds, he smashed his drive down the left side toward the water Saturday. While the ball stayed dry, it settled behind a large rock, forcing Bradley to punch back into the fairway before an approach shot that settled on the front edge of the green. He almost saved par, but the ball rolled just over the lip of the cup and 2 feet past.

Scott Piercy's 66 matched Bae and three others for the best round on a breezy Texas day. Piercy was fourth at 10 under, two strokes ahead of Gary Woodland (68), Harris English (68), John Huh (69) and 2011 Masters champ Charl Schwartzel (69).

When 83 players made the cut of even par, there were threesomes instead of traditional twosomes for the third round. That put Bradley in the same group with Bae and Gillis, who started the round tied for second place.

Gillis was the last player in the field with a bogey Saturday, when he three-putted from 20 feet at the 203-yard 17th. He got that stroke right back when he blasted out of a greenside bunker for a birdie at No. 18.

Bradley got his first PGA Tour victory as a rookie at the Nelson two years ago. He followed that by winning the PGA Championship later that season and the World Golf Championship-Bridgestone Invitational in 2012.

He first got to 12 under with a 13-foot birdie at the 505-yard third hole and saved par at the next hole after driving into a fairway bunker.

His consecutive bogeys came when he two-putted for bogey after missing the green at the par-3 fifth and then drove into the rough at No. 6. But after a long wait to tee off at the 542-yard seventh hole, Bradley got to the green in two and two-putted from 14 feet for a birdie.

When Bradley's drive at No. 11 settled just a few inches above the top edge of a bunker, it looked like he might have some trouble. But he hit his approach shot onto the green, 34 feet from the cup, and sank the birdie putt to get to 13 under.

After his approach at the 546-yard 16th into a greenside bunker, Bradley blasted within 12 feet and made the birdie putt.

Bae, the 26-year-old South Korean who has 11 international victories but none on the PGA Tour, was quickly within a stroke of the lead after birdies on the first two holes. He made a 9-footer on the first and curled in a 32-foot birdie putt at the 223-yard second hole.

A 12-footer for birdie at the eighth hole got Bae to 10 under, again only a stroke back. But Bradley made a 14-foot birdie putt to close out the front nine and made the turn with a two-stroke lead over Bae and Gillis, who also made a birdie from 14 feet at the ninth hole to get to 10 under.

Ivory Coast army arrests militia leader

ABIDJAN, Ivory Coast (AP) ? A militia leader accused of grave crimes during Ivory Coast's 2010-11 postelection violence was taken into custody Saturday not far from the national park where his forces had been illegally occupying in the country's volatile western region, officials said.

Amade Oueremi, a native of Burkina Faso, fought alongside forces backing President Alassane Ouattara in the conflict, which erupted after former President Laurent Gbagbo refused to leave office despite losing the November 2010 election. At least 3,000 people died in five months of fighting, according to the United Nations.

Denis Badouon, vice mayor in the western town of Duekoue, said Oueremi was taken into custody Saturday morning in a village close to Mount Peko National Park, where the militia leader had been based since 1986, according to a U.N. report. He said multiple military sources had confirmed Oueremi's detention.

"I can confirm that he was arrested in the village of Bagohouo, not far from Mount Peko," Badououn said.

A military commander, who insisted on anonymity because he was not authorized to discuss the operation, said Oueremi had turned himself in after the military bolstered its presence in the region ? apparently in preparation for an operation to remove him from the national park.

It was not immediately clear whether Oueremi had been charged with a crime. In its 2011 report on the postelection conflict, Human Rights Watch said Oueremi was "among the main perpetrators" of the notorious March 2011 massacre in Duekoue that killed hundreds of Gbagbo supporters.

A May 2011 U.N. report says Oueremi began supporting anti-Gbagbo rebels as early as 2000, and that his men have been hording weapons and ammunition since then. The U.N. report notes that Oueremi is widely believed to possess "mystical powers." In photos taken during the crisis, his shirts are pulled tightly over a collection of charms and pendants seen bulging underneath, believed to give him protection from enemy fire.

Ouattara has tried to bridge lingering divisions in the two years since he assumed office, but this effort has been undermined by the lack of investigations of his own military supporters who are accused of committing grave human rights abuses during the conflict. Oueremi had become a symbol of this alleged impunity, traveling around the west in a conspicuous motorcade of dozens of cars and motorcycles even as officials openly acknowledged he was illegally occupying protected land.

Matt Wells, West Africa researcher for Human Rights Watch, called for an investigation into Oueremi's alleged crimes.

"Oueremi's capture should swiftly lead to a credible investigation and, evidence permitting, prosecution for his alleged role in some of the horrific crimes committed in Duekoue during the postelection crisis," Wells said. "By doing so, the Ivorian authorities would take a strong first step toward providing the impartial justice they have long promised, but yet to deliver on."
